James was the son of Henry "Harry" Willard and Lissey Counts, originally from Virginia.
He was born and raised in Kentucky.
Maybe about 1820 the family moved to Indiana.

In 1826 he married Rachel Hoover in Spencer Co, Ind. (They were married by the same minister who married Abe Lincoln's sister, and probably attended church with Abe and his parents.)

He and Rachel has 4 children: Henry, Elizabeth, Catherine, and Rachel.
In 1830 James and Rachel were living in Cape Girardeau Co, MO near his brother Martin.

They soon moved to Jefferson Co, IL where Rachel died about 1834. She was about 26. The widow Jolliff and her 5 children lived 2 houses away. Oct 30, 1835 James married 15-year-old Elizabeth Jolliff. James was 31 with 4 small children. Later two of Rachel's children married Jolliff cousins of Elizabeth.

In 1850 they were in neighboring Washington Co, IL, but about 1856 they moved to Oregon Co, Mo. His brother Martin had recently moved there and two of Elizabeth's brothers (William and Randolph) had also moved there.

James and Elizabeth had 9 children, 8 born in IL and the last, Missouri Emaline, was born in Missouri right after the move.
