Delbert M. Draper was born in Moroni, May 7, 1884, a son of Riley N. and Margaretta Morley Draper. He received his education in the public schools of that town, his A. B. degree from the University of Utah In 1911, and studied at the University of California in 1915-1916. After a varied experience in farming, mining, wool growing and banking, Mr. Draper served as principal of a grade school, 1906-07; student Instructor at the University of Utah, 1909-11; debating coach at the L.D.S. University, 1911-15, principal of the Beaver High School, and principal of the Spanish Fork High School. Following two years as chief deputy state treasurer (1917 - 1919), Mr. Draper was named assistant attorney general (1919 - 1921).

Active in politics, Mr. Draper has served as district and ward chairman and Democratic state chairman. During the World War he acted as assistant state director of the "Four Minute Men," who spoke for the sale of Liberty Bonds. He was also a member of the Utah State National Guard.

Mr. Draper worked as a private-practice attorney, forming his own partnership with his son, Delbert Jr. and A. Wally Sandack.

He was married June 6, 1912 to Frances Rogers, a daughter of Alma Hernando and Frances Huband Rogers. They had five children. Mr. Draper passed away in Salt Lake City of causes incident to cancer.
