Bert was the son of Bert Bivins Sr and Carrie Loy Bivins, he was the youngest child of 7 and only son. He was educated in the Houston County School System and attended the Kings Chapel School in Perry, Georgia. He moved to Trenton, New Jersey after finishing school. He was employed with the former American Bitrite Company In Trenton until his retirement in 1999 after 40 years of service. Following his retirement, he relocated back to the Middle Georgia area and set up residence in Warner Robins, Georgia. He joined the Mt. Nebo Primitive Baptist Church in Perry, Georgia as a youth. Upon moving to New Jersey, he joined the Beauty Grove Primitive Baptist Church in Trenton where he served as Church Treasurer and was Ordained as a Deacon, serving for over 50 years. Upon his return home, he rejoined Mt Zion Primitive Baptist Church.

He was married to Hester Lou Newberry Bivins. He was preceded in death by 5 sisters, Minnie Bivins Kaigler, Claudie Lee Bivins Lundy, Ella Bivins Holiday, Louise Bivins Polo and Ethel Bivins Robinson.

Survivors:
2 Daughters: Dr. Thelma Bivins Dillard and Shirley Ann Bivins Johnson.
5 Sons: Bert Bivins III(Barbara), Sidney Bivins, James Bivins(Dr. Linda), Franklin George Bivins and Larry Bivins.
1 Sister: Annie Pearl Jones.
A Devoted Niece: Georgia Mae Holiday.
A Devoted Nephew: Deacon Wilson L. Robinson(Dorothy).
10 Grandchildren: Cindy Ann Battle(Chris), Cartese Dillard, Belinda Bivins, Bert Bivins IV, Ken Bivins, Tarik Williams, Karen Williams, Tammy Bivins, Franklin Bivins and Justun Bivins.
9 Great Grandchildren.

Services were held Thursday, June 16, 2005 at 2PM in the Sanctuary of Mt. Nebo Primitive Baptist Church in Perry, Georgia.
