Shirley was the daughter of Bert Bivins Jr and Hester Newberry Bivins. She was educated in the Bibb County School System. In 1963, she was the lead plaintiff/appellant in the desegregation lawsuit against the Bibb Board of Education, that subsequently led to the integration of the Bibb County Public Schools.

1 Son: Tarik Williams(Charlyn).
1 Sister: Dr. Thelma Dillard.
3 Brothers: Bert Bivins III(Barbara), James Bivins(Dr. Linda) and Franklin George Bivins.

Graveside services were held Thursday, August 26, 2021 at 11AM in the Macon Memorial Park in Macon, Georgia with Pastor Ronald Toney officiating.
