Jim was the second son of Frank and Elizabeth Quinn Flanigan. He moved with his family to WA at an early age.

Jim worked most of his life in the woodworking industry and was an excellent cabinetmaker. He was a former president and treasurer of Buffelen Woodworking of Tacoma. He was the past president of Tacoma Lumber and Sawmill Workers Union and Union Employees Mutual Life Insurance Co.
