Born in NY, the oldest son and second child of Frank and Elizabeth Quinn Flanigan, Frank moved to WA with his family about the age of 6. He lived on a homestead in Leavenworth WA and in Malden, where he worked for the railroad in the roundhouse.
When his parents died, he became, at the age of 23, the head of the family. He helped to support his younger siblings. At 32 years of age, he married Muriel McEntee.
Later moving to Spokane, Frank worked as an insurance salesman where he also operated an apartment house.
He passed away at the young age of 38 years.
