Elmer was by birth a Walsh, the son of James Franklin Walsh and Mary Elizabeth Gieseman. James (Frank) Walsh left Mary while she was pregnant with Elmer, taking Elmer's older brother, Harry Walsh with him. Mary Gieseman would later marry Benjamin Franklin Oney and have 6 children together. While there was no formal adoption, Elmer always used the Oney surname.

Elmer was a steam locomotive engineer for the New York Central Railroad.
