James was the son of George W. and Athalinda Working Harbaugh of Maryland with siblings Elizabeth, George, and Rosa. He married Nancy McKenzie on 24 September 1885 in Henry County, and they had four children: Elnora (1886), John E.(1887), Myrtle N.(1890), and Robert Calvin (1891). James was a laborer working in a sawmill. He committed suicide at the age of 38 years 1 month and 5 days.
