Rachel was one of six girls born to Samuel Burns and Catherine McGavern Burns. When Rachel was about eight years old the family moved to Wisconsin. Wisconsin is where Rachel meet and married James Fox. Rachel and James started their life together farming with Rachel's parents. Next the Fox and Burns families moved to Iowa. Sometime before 1877 the Fox family moved to Illinois.
