He was the son of James and Rose Ann Theresa (Hart) Farrell. He was married August 9, 1883, to Sarah M., daughter of Patrick and Johanna M. Brady of Newport. Their children are: Mary Agnes, Helen Isabel, Charles Henry, Charlotte Claire, and George Edward.
He served several years on the Democratic town committee, and was a member of the Democratic state committee. In 1890 he was his party's candidate for the office of state's attorney in Orleans County, and in 1891 was one of the Democratic candidates for Vermont presidential electors and was an earnest and effective speaker in the political campaign of that year.

on Friday, October 22, 1948, Patrick J Farrell of 1436 Clifton St, nw, beloved husband of the late Sarah M Farrell and father of Miss Agnes M and Helen I Farrell, Mrs Otto Ruppert, and George E Farrell. He is also survived by two grandchildren and two great -grandchildren. Remains resting at the above residence after 12 noon Sunday. Services on Tuesday, October 26 at St Paul's Catholic Church. 15th and V sts. nw, where the holy sacrifice of the mass will be offered at 10 a.m. for the repose of his soul. Interment private.

Mr. Farrell was also for more than a decade acting attorney for the Interstate Commerce Commission at Washington D. C., (appointed in 1901) and in that capacity has occupied many offices including that of chief examiner and head of the commission's law division, with the title of solicitor. He became chief legal counsel to the commission in February 1918, commissioner in June 1928, chairman in 1933 and was re-appointed chief counsel on April 9, 1935. During his tenure as chief counsel he argued several cases on behalf of the ICC before the United States Supreme Court.
Following his tenure as General Counsel to the Interstate Commerce Commision, President Calvin Coolidge (term 1923-1929) appointed Patrick as one of the commissioners.
TIME magazine, May 28, 1928:
"Patrick J. Farrell of Vermont and the District of Columbia, to succeed John Jacob Esch on the Interstate Commerce Commission. President Coolidge had tried to keep Mr. Esch, but the Senate repeatedly refused to believe that Mr. Esch had not overinterpreted the Commission's function and power. Mr. Farrell, Canadian-born, had been retained as counsel for 27 years by the I. C. C., latterly as chief counsel. He is a Democrat, but party is supposed to be forgotten on the I. C. C."
He retained the position under President Hoover, but when Franklin Roosevelt took office in March 1933 he did not re-appoint P. J., who disagreed with nearly all of FDR's views. According to his grandaughter, Patricia Johnson, "Grandpa used to say that at one time he was the only Democrat in Vermont." Certainly he was outnumbered in his homestate; in Patrick's day Vermont voted overwhelmingly Republican.
He was eighty years old when he finally retired in 1941, and appears in the "Who's Who in America" directories until that year.
