The eldest of eight children, Lee was the daughter of C. Milford Cantrell and Lily (Terry) Cantrell. She was a long-time resident of Roseville and worked with the earliest Headstart Board of Placer County in the early 1960s. She was an employee of Roseville Parks Department, working as a recreation leader, and she also worked with the Placer County Health Department. Lee suffered a stroke in December 2002 and had been hospitalized for six months when she slipped away at age 75. She was survived by her children Hazel Balmer, Laura Lucas, Jack Martin, Nancy Martin-Smith, Joann Martin, George Martin, Gary Martin; 15 grandchildren; 17 g-grandchildren; her siblings Lillian Deus, Mary Lay, Dan Burrows, Heather Schultz, David Burrows, Charles Burrows; and one aunt, Alberta Tomas. Lee was predeceased by her parents, her husbands Tommie Tarpley Jr. and Raleigh Martin, her brother Dell Burrows, and two grandsons.
