Leon was born in Detroit, Michigan. He served in the Army during the Vietnam War, and was a graduate of the Detroit Institute of Technology. A community leader, he served on the River Rouge Board of Education from 1970-1974. Working with the James Group, he was a community developer who worked with most of the block grant development programs throughout 32 communities in Wayne County. He also was a former New Detroit project engineer, and had worked for the Detroit Economic Group Corp. He passed away in Dearborn, Michigan, at Oakwood Hospital from respiratory failure. Survivors include his wife of 33 years, Arlene, and several nieces.
