Grover Pipkin was born June 18, 1888, in Arkansas, son of Needham Marshall Pipkin and Maggie Collins. Grover's father and mother divorced, and then his father died in 1891 and his mother died in 1899. He was raised by his maternal grandmother.

The 1900 Federal Census for Jefferson, Arkansas (Little River County) shows Grover Pipkin, age 10, born June 1888 in Arkansas; living with his maternal grandmother, Amelia Collins, age 63, born July 1836 in South Carolina. Also living in the household was Amelia's daughter, Polly Collins, age 23, born September 1876 in Arkansas. The census states that Amelia had given birth to 17 children, of which 12 were still living.

Grover was serving in the U.S. Army Signal Corps when he became ill, and was sent to Fort Bayard, New Mexico for medical treatment. He was engaged to Agnes Cunningham who lived in Woodhaven, Long Island, New York. Both Agnes and Grover were confident that he would recover from his illness and that they would be married. Unfortunately he did not. He died at age 28 at Fort Bayard on April 27, 1918.

His body was returned to his native Arkansas, and he was buried in Oak Hill Cemetery, in Little River County, Arkansas, where his parents also were buried.
