William was raised in Auburn, Montgomery County, Virginia and, after adulthood, lived in Illinois; New Haven, Connecticut; Syracuse, New York; and Philadelphia, Pennsylvania.

William married Gertrude Niederman on September 23, 1915 in Chicago, Illinois. Gertrude was the daughter of Benjamin Niederman and Rose [Herzog] Niederman, who had immigrated to the United States from Ungvar, Hungary. Gertrude's father owned a furniture store in Chicago.
William and Gertrude had two children, Virginia Ruth and Robert F. Scott.
