His mother died not long after his birth, and he and his older brother, Charles P. Dougherty, were living in Otsego, MN, with their maternal grandparents, Joseph Bradley Hamlet and Charlotte M. (Snow) Hamlet in 1880.
He married "Lizzie" Schaumber 25 Mar 1895. In 1900, he, aged 31, and Elizabeth, aged 33, were living in Otsego with their two sons, Lawrence, 4, and Philip, 1. He is said to have been born in Minnesota to a father born in NY and a mother born in ME. His wife was born in MN to a father born in IN and a mother born in Germany. Elizabeth has had three children, of whom two are living. According to _The History of the Family of Benjamin Snow_, compiled and published by Owen Wilcox, The Gates Legal Pub. Co., Cleveland, 1907, p. 198, James and Lizzie had a son Ned J., born 5 Feb 1898, in Otsego, who died 29 March 1898.
In 1930, James B. and Elizabeth M., both aged 62, were living on Main Street in Monticello, where James was a laborer doing odd jobs. In 1940, he was 71 and she 72, and they lived in Monticello on Third Street.
In the online MN Death Certificates Index, James Dougherty's death is recorded 4 Jan 1955. His mother's maiden name is given as Hamlet, and his birthdate as 15 September 1878. As he was 11 years old in the 1880 Census, the year should probably be 1868. (In 1880, his brother Charles P was 2 years older than James, and this difference remained constant, so the age of 11 was not an error.)
