Mansfield was the son of Joseph and Sarah Ann "Sally" Cockrill Francis. September 1883 in Waynesburg, Greene County, Pennsylvania he married Nancy Seaman Plants. They were the parents of George Plants, Grace Estella, Anna Ethalinda, Nellie Alice, Lucy Edith, Sylvia Loretta, Homer Herald, Mary Isadore, Luster Mansfield, John Ellis, Nancy Louise and Sarah Romaine.
