Vernon was the eldest child of A. Lee and Freda (Dworschak) Burley. He was raised on a farm south of Eby school, and dreamed of becoming a doctor. He was inducted into the U.S. Army medical Corps in 1944, and during WWII served in the Pacific theater of operations as a conscientious objector. He lost his life in Kobe, Japan while diligently performing his duties as a Corpsman in an Army smallpox ward. Vernon was 20 years old and never married.

There are many unsung heroes who's names aren't written in books, remaining unacknowledged for their selfless sacrifice. Vernon was one of those. Scripture teaches: "Greater love hath no man than this, that a man lay down his life for his friends."

His body was initially buried in Kobe, Japan. His remains were later shipped aboard the army transport ship "Dalton Victory" and returned home to Molalla, Oregon in December 1948. He was laid to rest in Bear Creek Cemetery beneath a simple marker - returned to his Lord, who loved him first and cherishes him more.
