US Congressman. He moved with his parents to Angola, Indiana, in 1858 and graduated from Hillsdale College Michigan, in 1876. He was superintendent for the schools of Steuben County Indiana, (1877-83), studied law, was admitted to the bar and began to practice law in Angola, Indiana, in 1884. In 1909, he was elected as a Democrat to the Sixty-first Congress and to the next three succeeding Congresses, serving until 1917. An unsuccessful candidate for reelection, he resumed the practice of law until his death at age 67 in Angola, Indiana.
