The Wheeler family moved to Williamsburg in 1917 and, with the exception of four years out west in the 1940s, she remained in Williamsburg all of her life.
She graduated with honors from Magruder High School, Williamsburg, and was Salutatorian of her senior class. She graduated as a registered nurse from Sheltering Arms Hospital in Richmond in 1931.
She worked at Bell Hospital until it closed and was south wing supervisor at Williamsburg Community Hospital for many years before assuming private duty nursing until her retirement.
She was a member of Jamestown Presbyterian Church and Circle No. 2. She was an officer in Eastern Star and a member of the Indigo Park Garden Club. She was also a Red Cross Volunteer and worked in the Williamsburg Community Hospital White Elephant Gift Shop.
She was an avid ornithologist and animal lover. Having been a shut-in for the past seven years, bird watching brought her great joy.
She is survived by two daughters, Nancy Lee Pugh Rowe, and her husband, Morgan Rowe, with whom she made her home, and Catherine Louise Pugh Henderson, and her husband, Jim Henderson, of Reno, Nev.; five grandchildren, Frank Austin Donk III (Cindy), Lisa Ann Hickey, Jeffrey Blaine Donk, Sheri Lee Rowe and Todd Edward Rowe (Jennifer); six great-grandchildren, Austin IV, Justin and Sara Donk, Mandy and Kayla Lee Hickey and Tyler Rowe; two stepdaughters, Bobbi Ramsey of Painesville, Ohio, and Elizabeth M. Couron of Elizabeth City, N.C.; four stepgrandchildren and four stepgreat-grandchildren; five sisters, Myrtle McRoy and Lola Larson of Williamsburg, Trudy Bowman of Denbigh, Alma Baum of Norfolk and Blanche McKay of Jacksonville, Fla.; two sisters-in-law, Frances Wheeler of Toano and Evelyn Carr of Suffolk; and many nieces and nephews. She was preceded in death by her parents, Lilly and Merritt Wheeler, three brothers, Vernon, Oscar and Alexander Wheeler, and two sisters, Bonnie Holland and Virginia Belvin.
Visitation will be held at Bucktrout Funeral Home on Feb. 2, from 6 to 8 p.m. Services will be held on Feb. 3, at 11 a.m. at Jamestown Presbyterian Church. Burial will be next to her husband of 31 years, Roy Edward Pugh, in Cedar Grove Cemetery in Williamsburg.
Memorials in her name may be made to the James City County Rescue Squad on John Tyler Highway, The American Arthritis Foundation; or to the Heritage Human Society on Waller Mill Road.
