Born in the township of Sciota, Dakota County, Minnesota, Eugene moved to Colden, Erie County, New York with his Mother, Martha and sisters, Eva and Ida during 1864. His father, Horace, was concerned for the safety of his family due to Indian uprisings in the state of Minnesota and gained a furlough from his duties during the Civil War in order to move them.

He married Ella Luzelle Siddons of Wales, Aurora township before 1885 and shortly after moved to Wilbur, Brule County, South Dakota where he homesteaded and was granted his property by the United States Government. Drought and poor farming conditions prompted him to move, taking his wife and three children; Walter, Jessie and Horace to Buffalo, Erie County, New York where he eventually gained employment in the insurance business. He died in early life from the effects of an internal disease.
