William Dexter, often known as "Dex" or "Dexter" Hilliard, was the youngest child of Henry and Catharine (Stoops) Hilliard. He came to Onekama, Michigan from Pennsylvania as a child, and his father died when he was 10 years old.

He lost an arm while lumbering as a young man. Much of his life he worked for Kelly and Blanchard, fishermen who fished out of Onekama. They sold their fish to places in Chicago and Milwaukee, but Dexter peddled their fish throughout the local area.
