Walter Hilliard was the youngest son of Stephen V. and Lucy B. (Guernsey) Hilliard. He was orphaned at the age of five.

Walt served as a Fireman, 1st Class, in the U. S. Navy during World War I, entering the service 5 May 1917 and being honorably discharged 19 Aug. 1919. He served on board the following ships and stations: RS at Puget Sound; USS New York; USS Wisconsin; RS at Philadelphia; USS Huntington.

He was also a lumberman and an auto machinist.
