Noel was educated in the schools of Perry, specifically Saint Albans Academy, and Washington Academy at East Machias. Upon his graduation Noel began teaching school at the age of 16, and this remained his profession until 1861.
On October 12, 1845, in Washington county, Maine, Noel married Harriet Downes Todd, a daughter of John Nichols Todd and Lydia Downes, both natives of Maine. Noel and Harriet's 52-year marriage produced eight known children.
It is believed Noel and Harriet Nutt left Perry and relocated to Eastport, Maine, in 1848. In 1858 he bought the Eastport Sentinel newspaper. He was deputy United States Tax Collector from 1874 to 1886, having been first commissioned by President Lincoln, and reappointed by Grant, Hayes, and Garfield.
In 1887 he was elected Treasurer of the Eastport Savings Bank, which position he held until his death in 1898. During his time as bank treasurer he also held jobs as treasurer of Eastport Water Company and treasurer of Washington County Rail Road. In addition to all of this he carried on an extensive insurance business.
It is said of Mr. Nutt that "he was a friend of the friendless, a counselor to the distressed, and a benefactor to all who needed the assistance and encouragement of their fellow man." In business affairs he was upright and honorable and a man of unbending integrity.
Noel died at age 73 of nephritis.
