Son of Thomas Downing and Mary Lightfoot Downing. Joseph enlisted in the 49th Pennsylvania Volunteers in 1861 at the outbreak of the Civil War. He was promoted through the ranks ultimately to Captain. Wounded at the battle of Spottsylvania, VA., May 10, 1864. After the war he was a bookkeeper for a the Baldwin Locomotive Works in Philadelphia, but shortly after was a bookkeeper for a Philadelphia Bank.
Married 1st to Harriet Magruder who died in 1908, remarried in 1909 to Susan S. Smith. No issue of either marriage.
