Captain of a Troop of North Carolina cavalry in the American Revolution. (Some sources refer to him as "Colonel" Martin Phifer, Jr.) He lived long enough to receive a pension as a Revolutionary War soldier. According to his pension application, the troop of North Carolina cavalry he raised was classed as "Light Dragoons." Also, that document states that during the Revolutionary War he spelled his last name "Pfifer."

He married Elizabeth Locke (1758-1791). It is said that President George Washington spent a night at the home of Captain Phifer during his Southern Tour in 1791.
