William Larkin Capps was born on November 9, 1893 in Ozark, Missouri to Benjamin Franklin Capps 1858-1920 and Mary Elizabeth Freeman Capps 1870-1910. William was one of at least seven children. His siblings included:

William Larkin Capps married Grace Gertrude Matthews and together they had at least three children:

In 1900, William and his family were found to be living in Richland Township (west part), Ozark, Missouri. They were still living in Richland, Missouri by 1910 at which time his mother passed away. William registered for the military in 1917 at the age of 23. In January 1920, William's father passed away in Pine Creek Township, Ozark, Missouri. By this time, William was married with a 4 year old daughter. Later that year in August, he and his wife welcomed their son Paul Wayne Capps while living in Oklahoma. Their daughter Betty J. Capps was born in 1928 in Oklahoma. The family were living in Nowata, Nowata county, Oklahoma in 1930; William was 36 years old at that time. In 1935, the William L Capps family were living in Rural Oklahoma in Tulsa County. They were in Owasso Township, Tulsa County, Oklahoma by 1940.

William Larkin Capps passed away on May 24, 1977 in Tulsa, Tulsa County, Oklahoma; three years before his wife Grace.
