Born to William Henry Harrison Pottorff (1836–1903) of Kentucky & Rachel Bright Pottorff (1839–1930) of Indiana, who married in 1859 in Indiana. Frank moved with his family to Labette County, Kansas in 1885, where they remained.

Frank married Minnie Marshall Jones (1868-1955) on Dec. 27, 1888, at Minnie's home in Cherryvale, Montgomery County, Kansas.
