James was a son of Thomas Rodney Shipley and Sarah P. Groves Shipley. His six siblings were John Shipley, Donovan Shipley, Hiram Shipley, Martha E. Shipley Caldwell, Matilda Shipley Caldwell, and Eunice Shipley Scott. His grandparents were Thomas Shipley, Eleanor Morgan Shipley, Donovan Groves and Sarah Hix Groves.
James was killed by an explosion of dynamite while blasting stumps.
