Henry was the 4th child and 2nd son of Silas Fish Spicer and
Charlotte Wescott Spicer
Henry became a teacher, and then in 1846 he went into a partnership with his sister's Charlotte's husband Hugh Smith. They were owners and operators of a general store in Perch River, New York for many years.
Henry was a member of a supervisors committee for the overseeing of construction of county buildings in Watertown, New York.
He was a staunch Whig until the formation of the Republican Party in 1854. He attended every presidential inauguration since Abraham Lincoln's March 4, 1861, inauguration up until Woodrow Wilson's in March of 1913. That fact is not proven. He was however very involved in local politics. He married Delia Elizabeth Allen of Oneida, New York on September 2, 1848 and to that union would be borne 4 children.
