Rachel Grogg was born abt 1792 in Pendleton County, Virginia, now WV. Rachel Grogg's parents were Phillip Grogg and Flora Crummett. Flora Crummett was the youngest of nine children of Christopher Ledeweg Crummett who came to Philadelphia on The Queen Of Denmark Ship from Hamburg, Germany on Nov 3, 1752. He served in the PA Regiment in the French and Indian War. He journeyed to Pendleton, Virginia (now WV) from PA where he settled.

Rachel Grogg and Peter Moats married on Mar 8, 1814 in Pendleton County, VA (now WV). Peter's father came to Richie County with his family, and Peter and Rachel made the move with him.

They became the parents of ten children:

1. Sarah Moats: Born abt 1815 VA.
2. Joseph Moats: Born Jun 14, 1819 VA
3. Jesse Moats: Born May 9, 1821 VA - Died Jun 8, 1899.
4. Samuel Moats: Born Apr 14, 1823 Ritchie Co, WV - Died Mar 23, 1905 Ritchie Co, WV.
