The Oshkosh Police Department has released the name of the woman killed Wednesday afternoon when she was struck by a tanker truck.

Lucille J. Cowling, 86, of Oshkosh, was pronounced dead at the scene after struck by the tanker truck around 12:30 p.m. as the driver backed out of the CITGO gas station at 834 N. Main St.

Cowling's twin-sister was treated for minor injuries, said Oshkosh Police Sgt. Steve Sagmeister.

Winnebago County Deputy Coroner Christopher Shea said the cause of death will be released when Oshkosh police complete the initial investigation.

Neighbors were devastated when they heard the news about the sisters. They said the women were caring individuals who were always willing to help others. They sisters were inseparable and could frequently be seen walking around Oshkosh together.

Amie Anderson, 24, lived around the corner from the women. It was their clothing that caught her eye, Anderson said.

"They always dressed alike from head to toe," Anderson said. "Hat, sunglasses, sneakers. Everything."

Police said they are not sure what the women were doing near the gas station, but believe they were crossing Sterling Avenue when the accident happened. Sagmeister said police hope to talk to witnesses to get a better idea why the women were involved.

Authorities closed North Main Street to traffic north and south of Sterling Avenue for several hours while an accident reconstruction team investigated the accident.

Sagmeister said no citations have been issued.

Once the police department finishes its investigation, Sagmeister said, investigators will refer the results of the accident to Winnebago County District Attorney Christian Gossett, who will then decide if criminal charges need to be filed.

The tanker truck will be impounded by officials from the state, Sagmeister said.
