Boxer Rebellion Medal of Honor Recipient. He was also known as Franklin J. Phillips,which is on his gravestone marker. He true name was William Phillips. He served as a Private in the United State Marine Corps. He was killed in action. His citation reads "Served in the presence of the enemy at the battle of Peking, China, 20 June to 16 July 1900. Assisting in the erection of barricades during the action, Fisher was killed by the heavy fire of the enemy."
