The daughter of Jeremiah and Sally (Vipperman) Burnett.

She married 1st 13 Oct 1887, to W. C. Dugger (age 22) born in Johnson Co., TN. son of William and Mary. His occupation is listed as a Mining. In the Register of Marriages for 1887 page 47, Cynthia is listed as being 18 years old.

She married 2nd 5 Oct 1895, Rolfe, WV to D. F. Hylton and had a daughter, Anna, born in 1899.

In the 1900 Mercer Co., WV Census, Rock Magisterial District, Sheet no. 7.
She is shown as living with her widowed mother, Burnette, S.(Sally) D.(Dalton), who is listed as Head.
Next line shows:

She married 3rd 22 Mar 1905, Mercer Co., WV to Wiley Everett Sneed, Jr. He was son of Wiley E. and Martha J. (Farley) Sneed, Jr.

They had twins, a boy and a girl, born in Oct 1905:

Tragedy struck the family in Jan 1919. Thirteen-year-old Eva was staying at Wiley's brother James' house when it was destroyed by fire. James' wife, his four daughters, and Eva were all killed.

With Jim Sneed and little son barely escaping with their lives, his wife and four of his children and a neice (reported to be the daughter of Everett Sneed) lost their lives in a fire which destroyed their home at Modoc six and a half miles up the creek from Matoaka, at an early hour Sunday morning, according to word received here from Matoaka, W.Va. Advices stated that rescuers were unable to reach the victims until the home had burned completely down and nothing was left of the bodies but the charred bones.
Sneed was said to have built up a fire shortly before daylight and went back to bed, dropping off to sleep. When he awoke the house had so nearly burned down that he had time only to snatch up one of the little children, a boy, and flee with him.
It was thought that the building caught from a defective flue.
Sneed and his family removed to Modoc from Camp Creek.

Everett and Cynthia moved to Raleigh Co., WV where several of his siblings were living:
