Son of Lucy E. Berrie (1847-1915) and Elias Reed Atkinson (1847-1909). His siblings included: Edmund, William Henry, Fanny L., Thornton Camden, Sarah Constance, Elizabeth, and John Waddell. Grandson of Sarah E. Waddell (1809-1858) and Edmund Atkinson (1801-1862).

In 1870, his parents lived on a farm they owned in Satilla Mills, Camden County, Georgia. In 1880, they were in Horse Stamp, Camden County.

In 1910, he was living with his mother and older brother in Martin, Marion County, Florida. The household included: Lucy Atkinson, age 60, born in Georgia to a father from Florida and a mother from Georgia, a farmer; John Waddell Atkinson, age 26, born in Georgia to Georgia parents, a farmer; Talmage Atkinson, age 23, born in Georgia to Georgia parents, a laborer in a repair shop; and Gladis Wilson, age 7, an orphan born in Florida to Florida parents.

In 1918, he registered for the World War I draft. At that time, he was living on 3rd Avenue in Brunswick, Georgia. He was working in bicycle repair at 1516 Union Street in Brunswick. He was described as tall, of medium build, with brown eyes and black hair. He was married to Mae Van Daley, the daughter of Janie Shearer and John W. Van Daley. Mary Mae Van Daley was born April 1896 in Brunswick and in 1900 and 1910, was living with her parents and siblings in Ward 1, Brunswick, Georgia

In 1920, Talmadge was living on 3rd Avenue in Brunswick, Georgia (Glynn County). The household included: Talmage, age 23, a locksmith in a bicycle shop; Mary M, age 22; and Ada Mae, age 4/12.

In 1930, he was divorced and a patient in a mental hospital in Midway, Baldwin County, Georgia, which is where he died almost 30 years later at the age of 73.
