Sarah Thomas Shaffer was born 25 Dec 1791 in Pennsylvania, USA, the daughter of George and Nancy --- Thomas. George's father {Sarah's grandfather} was of Scotch ancestry, born in Northern Ireland. Sarah's father George came to the United States as a young child with his parents.
A bit more about Sarah and her parents, transcribed directly from the 1893 "Portrait & Biographical Record" of Sarah & Peter Shaffer's son, General George T. Shaffer follows:
"Peter's wife was known in maidenhood by the name of Sarah Thomas, and was born in Pennsylvania, being a daughter of George Thomas, a native of the North of Ireland and of Scotch ancestry.
Mr. [George] Thomas accompanied his parents to this country when a mere child, and at the age of eighteen enlisted as a soldier in the Revolutionary War, serving throughout the entire period of the conflict until its close. His father and the father of Gen. George Thomas {Peter Shaffer}, who distinguished himself in the Civil War, were brothers and were named no doubt after George Thomas of Revolutionary fame. Having received a liberal education, he was rather in advance of the young men of his time, and in early life followed the profession of a teacher."
By 1811, Sarah had likely moved to Clark Co., OH with her family because on 12 Mar 1812, she married Peter Shaffer, a first-generation German immigrant.
Together Peter and Sarah had 7 children:
