William Philmer "Billy" Oxford Jr was born on 20 October 1918 in Beaumont, Texas, to William Philmer Oxford Sr and Annie Statire McGary. He served in the US Army Air Forces during World War II and earned the Bronze Star Medal. Billy married Thelma Lucille Burrus, 9 May 1949, at the First Methodist Church in Beaumont. Their sons were Alan, Robert, Jay, Melvin, Sam, and William Philmer Oxford III. Billy died, 20 December 2008, aged 90, in Priddy, Texas, and was buried with his wife at Goldthwaite Cemetery in Goldthwaite, Texas.
