Born in Irwin Township, the son of Jacob and Elizabeth Huffman Walter. He was the brother of Maria, Evaline, Elizabeth, John, Catherine, Matilda Mae, Phebe Ann and Emily Walter.
In June of 1870 he married Nancy Jane Adams and was the father of Emma Florence Walter Monjar and Clara Bella Walter Hoffman. After Nancy died in 1888, he married again on June 6, 1889 to Margaret McBride. They had two sons who died in infancy and James Philip Walter who became the husband of Florence Elizabeth McFadden.
