Born in Coudersport, Pennsylvania, he graduated from Coudersport Academy as a civil engineer, engaged in the real estate business and was appointed Potter County, associate judge in 1852. In 1873, he was elected as a Republican to the Forty-third and Forty-fourth Congresses, serving until 1877. Declining to be a candidate for re-nomination, he resumed the real estate business until his death at age 49 in Coudersport, Pennsylvania.
