His baptismal record from Holy Trinity Church in Georgetown lists him as Joseph Francis Collins, date of birth August 24, 1830, the son of William and Julia Collins. On December 22, 1851 as Joseph F. Collins, he married Mary Amelia Hurdle at Holy Trinity Church in Georgetown, District of Columbia.

Mr. Joseph F. Collins, a lifelong citizen of Georgetown, died this morning at 3 o’clock at his residence, 3016 O Street, of nervous prostration. Mr. Collins was seventy-three years old. He superintended the erection of many large buildings of Washington, one of which is the Sun building on E Street and built all of the forts around the capital city during the War of the Rebellion. He is survived by a widow and seven children, the latter of whom are Mrs. C.A. Obenchain, Mrs. John Hadley Doyle, Mr. Joseph W. Collins, Rev. James W. Collins of Lacon, Illinois, but formerly of the Georgetown College; Mrs. W.E. Reynolds, wife of Lieut. Reynolds of the United States Revenue Cutter Service; Mrs. J.M. Schneider and Mr. Harvey L. Collins [1872-1934] of New York. Funeral services will be held Monday morning at Holy Trinity Catholic Church.
