Judge Handley's family name was spelled Hanly in Ireland. He was the son of John Hanly and Elizabeth Murphy Hanly. His Grandfather was Daniel Hanly. His father was a carpenter and tavern keeper. John Handley immigrated to Canada in 1854 then came to America. He married the widow Catherine Barnwelle Livingston. They divorced in 1874. John was admitted to the bar and became wealthy through his practice and investments. He was elected Judge in 1874. He had many friends in Winchester, Virginia and was a great benefactor to the city. His impressive tomb is inscribed:
