Phoebe was the fourth of ten children born to Dr. Enoch Root and Hannah Cory. The Root family, originally from England, has been in what is now the United States since the mid 1600's.

Phoebe married David Dean on January 18, 1798 in Norfolk, Connecticut. They had seven children:
Harriet (1799-1862) who married Nathan Phillips;
John Dean III (named after his paternal grandfather), born 28 Aug 1800
Almira (1803-1893) who married Alanson Smith;
Laura, who married Asher Palmer Brown;
George;
Shubael who married Lucy Brown;
and Minerva.

Phoebe and David joined the settlers from Connecticut who came to Trumbull County, Ohio in what was then known as the Northwestern Territory owned by the state of Connecticut. They were enumerated in Litchfield, Connecticut in the 1820 Census, but in Trumbull County Ohio in the 1830 Census. Their property was near Mecca.

David died in 1838. Phoebe married the widower Eli Morehouse on April 1, 1843; he died in 1855 and Phoebe re-took her married name of Dean. She lived with her son Shubael until her death.
