The son of Charles H. Poor Sr. he entered the naval academy at Annapolis and was active duty in the navy throughout the Civil War. He retired in 1873.

He married Cornelia L. Longstreet, daughter of C.T. Longstreet and granddaughter of Lewis Redfield, in 1871. Their son, Charles Longstreet Poor, was appointed by Hon. James Belden as a naval cadet in 1892. M. Lindsay was the wife of Colonel M.P. Maus, commanding the Twentieth US Infantry. A second daughter was the wife of Lieutenant R.C. Bulmer, US Navy, commander of the Sylph, President Roosevelt's yacht.
