Charles Bullen Quarles, named for his father and grandmother, graduated from the University of Wisconsin in 1907. He studied law for two years in the offices of his father's firm, Quarles, Spence & Quarles, but soon joined his brother Louis in the firm of Lines, Spooner & Quarles (now Quarles & Brady).

Among the significant cases he influenced was one which established that the state workman's compensation law had no application to death actions occurring on navigable water, a reversal of a Supreme Court decision. Another established that a foreign corporation cannot recover for work done in a state where it has not become licensed. One of his specialties was the issuance of municipal bonds; in 1934, he was appointed to pass on Wisconsin municipal bond issues to be purchased by the federal emergency administration.

Charles was a member of the University and City clubs. He loved all sports, and especially enjoyed hunting and fishing.
