He moved into the state of New York just prior to the formation of St Lawrence County. He was the first settler in the area and was the founder of the township of "Hopkinton". The township of Hopkinton was formed on the 2nd of March 1805.
He was the first justice of the peace in Hopkinton and also judge of the court of common pleas. He was the first supervisor of the town for a term of four years, 1810-1813, he was elected to a seat in the legislature of New York State. He was the first president of the St. Lawrence County Bible Society.

Died in Chazy, Clinton Co., NY from injuries received from being thrown from a wagon while on his way to Vermont.
Son of Roswell Hopkins, Sr. 1733-1829 & Mary Cook 1736-1803
Roswell, Jr. took part in the Revolutionary War at the battle of Bennington, VT, and also at the capture of Burgoyne near Stillwater. He moved into St. Lawrence County in 1802 and was the first settler of Fort Jackson. In 1805 the town of Hopkinton was named after him.
Roswell, Jr. married Lydia Dewey on June 22, 1780. She was born April 13, 1761, died June 15, 1816. He married second Mary Armstrong in 1829. She died August 27, 1850.
