Permelia was a native of Kentucky and came to Texas when a child with her parents William Craft and Elizabeth Keen. They settled in Lamar County near Glory. She married Robert Ratliff of Alabama on May 19, 1859 in Lamar County and together raised 11 children, 9 of which still survive(as of her death). She lost her husband in 1885.

She was the grandmother of Paris resident, Mrs. Claude Councill, and died at the home of her daughter, Mrs. O. W. Ludwick in Paris Friday, Nov. 29 at 8:45 a.m. after an illness of 15 years.
