He was a native and life-long resident of Milledgeville. He was a U.S. Army veteran. He worked for J.P. Stevens for 11 years and then worked with Central State Hospital Police Department before working for the Georgia State Patrol, from which he retired after 24 years. He was a member and deacon of Bethel Baptist Church. Survivors include his wife, Mary Smith; son, Willie Lee Smith, III; three daughters, Sandra Faye Owens, Ethel Inez Quinn, and Vonnie Sue Walker - all of Milledgeville; two brothers, Kenneth Smith of Monticello, and Harold Smith of Milledgeville; two sisters, Francis Boyer of Sparta, and Esther Cheely of Carrollton; nine grandchildren, and sixteen great-grandchildren.
