Thomas was the son of Elijah & Elizabeth Austin Foley and was raised in Garrard County, Kentucky. When the Civil War broke out many of the Union-minded men of that county, including Thomas Foley, joined Co. H of the 7th Ky Vol Cav, Union. He served with this Company/Regiment until the end of the war and was mustered out on July 10, 1865 in Edgefield, Tennessee. He returned to Kentucky and, from there, migrated to Douglas County, Illinois.
Mr. Foley married Mary S. Wood, the daughter of Joseph & Mercy Stookey Wood, on December 22, 1869. The couple were the parents of nine children. Some of their children were: Ida M., Joseph M., Frederick Howard, Nelly B., Dora E., Ethel and Minerva Foley.
