Allen was the twin brother of Alfred Alloway. Their parents were Jane "Jenny" (Curtis) and John Walker Alloway. The brothers were born about 1816 in Kentucky, most likely in Petersburg, Boone County, where the family is documented as living from about 1812 through 1820.

Allen married Martha Dinsmore on Jan 15, 1838 in Bartholomew County, Indiana. Allen and Martha had one son, Peter O. Alloway, who was born about 1839.

Martha filed for divorce, which was granted by the Boone County, Indiana Court in the April Term in 1850. The Legal notice was published in the State Indiana Sentinel (Indianapolis, Indiana) on Feb 21 and 28, 1850, and on Mar 7 and 14, 1850, stating her husband was not a resident of the state and that he should appear in Boone County Indiana Court the 3rd Monday in April 1850.

It is currently unknown if Allen deserted Martha or if he died or disappeared, as no record of Allen after the date of his marriage in 1838, and no information after the birth of his son, Peter, about 1839, has been found other than the legal notice regarding Martha's application for divorce.
