Jettie was born in 1906, in Birmingham, KY to Julius Hasten Culp and Carrie Olphia (Walton) Culp.

She married Sam Filbeck (1895-1962)in 1922. Their marriage certificate said that Sam was 28 years old and Jettie was 22 years old, but she only 16 years old. She and Sam drove 40 miles from their hometown in KY to get married in Massac, IL. Sam served in WWI as a Private in the US Army at Camp Taylor in Louisville, KY.
It does not appear that they had any children.

Her second marriage was to Levi Nelson Rosecrans. They were married April 20, 1929. He was 33 and she was 22 years old. They had two children. Jettie was a homemaker while married to Levi. He died in 1948 and Jettie was widowed at 42 and never remarried. They lived in East Alton, IL. Jettie was a machine operator at an ammunition company.

In the 1910 census, Jettie was listed as 3 years old, living with her parents, Julius and Carrie, along with her five year old sister, Maudie. Her father Julius, was a farmer. The 1920 census lists Jettie as 13 years old and attending school in Birmingham, KY. Her father Julius was a farmer. The 1930 census shows Jettie and her husband Levi living with Jettie's parents in Alton, IL. Her brothers Woodrow and Barkley were still at home. By this time Levi was running his own wallpapering business and Jettie was working as an operator at a Cartridge Company. The 1940 census shows Jettie as a homemaker and with an 8th grade education. She stayed at home to raise their 2 year old daughter, JoAnn.

Jettie died from high blood pressure and hardening of the arteries.
