Levi was born to Alla and MaryEtta Rosecrans in Greenup, IL. Levi lost his father at three years old (1899). His father was only 49 at the time of this death. Levi's mother raised him by herself until she married Hiram Covill, a wounded Civil War veteran and widower, on Jan 1, 1908. Levi was 13 at the time. The 1910 US Federal Census lists Hiram, MaryEtta and Levi as the only members of the house at that time as Levi was the youngest child of 10 children. Levi was 14 years old at the time of the census. At that same time, Levi played clarinet in the Carruthers Band of Greenup, IL. He was also working in a broom factory.

There is a 24 year age gap between Levi and his eldest sibling, Nellie Carlton. Levi was born an uncle since his second sibling Mahala "Hale" Rodebaugh already had two children, Thomas and Alla.

Levi's first marriage was to a "hometown girl". They both grew up in Greenup, IL. Golda "Goldie" Mahala Green (B. Feb 26, 1895), married Levi on June 18, 1912 in Vigo, IN. They both "fibbed" on their marriage license saying that they were born in 1894 instead of 1895. This made Goldie 18, although she was actually 17 and made Levi 17, although he was actually 16. The marriage certificate said that MaryEtta, his mother, gave her consent for him to marry Goldie. This marriage produced two girls, Madge and Maggie, who are said to have died as infants. Levi and Goldie divorced around 1928.

Levi's second marriage was to Jettie Elizabeth Culp born in Birmingham, KY. She was the former Mrs. Sam Filbeck. Levi and Jettie married on April 20, 1929 in Springfield, IL. Two children were born to this marriage as well.

On his WWI Draft Registration it say Levi was a farmer. He described himself as 21 years old, medium height, slender, dark brown hair and blue eyes. On his WWII Draft Registration he is 46 years old. He lists his height as 5'8" and 133lbs. He describes himself as dark complected, brown hair and blue eyes. Levi lived in East Alton, IL from 1916-1948. He ran a painting and wallpapering business.

Levi 1920 Census shows Levi as a Moulder for a Cartridge Company. His wife Goldie was a homemaker. The 1930 census shows Levi and his wife Jettie living with Jettie's parents, Julius and Carrie Culp, along with
Jettie's brothers Woodrow and Barkley and several cousins. Levi owned his own wallpapering business. They list him as a "paper hanger." Jettie is listed as working as an operator at a Cartridge Company, which appears where Levi and Jettie might have met. In the 1940 census, it lists Levi, Jettie and their daughter Joann, age 2. Levi's profession was listed as the owner of an interior design company. It states that Levi and
Jettie both had an 8th grade education. Also by this time, they were living at 139 Shamrock in East Alton where they remained.

Levi died from high blood pressure and a blocked coronary artery leading to a heart attack. He had been ill for a time, but it was when he was driving home in his car that his heart attack struck. He collapsed on the front steps of the house and by the time fire department arrived, the doctor had already declared him deceased. He was a member of the Franklin Lodge of the Masonic Order. They conducted his funeral service at the First Baptist Church of East Alton, IL.

He had two sisters, Madge and Maggie who die as children. His sister Nellie died in childbirth. The rest of his six siblings also died of heart related issues.
